Since the level of comfort in a private car is higher than in public transport, and the price of a trip is comparable, the choice between a private car and public transport is regulated only by travel time, that is, by the size of traffic jams. If the paid bypass of Odintsovo can divert some amount of traffic from the free Minsk and Mozhaisk highways, then the vacated place will be immediately occupied by residents of Lesnoy Gorodok and Odintsovo, who have switched to cars from electric trains and buses. As a result, the flow at the entrance to Moscow along the Mozhaisk Highway will not decrease, but the flow that has approached Moscow bypassing Odintsovo will be added to it, and the total mileage of vehicles in Moscow will only increase, contrary to the promises of the authors of the project.

The thesis about reducing the travel time along the Mozhayskoye Highway - Kutuzovsky Prospekt looks promising, but if you measure the length of the route from the Moscow Ring Road to Garden Ring(13.3 km) and calculate the planned speed, it will be equal to 40 km/h. Further, when moving towards the center, an exit to Bozhenko Street, an entrance from Mozhayskoye Highway through Kubinka Street, two exits to Kutuzovsky Prospekt are designed: to Minskaya Street and through the existing tunnel of Barclay Street to Pobeda Square. When driving to the center, two entrances are planned from Kutuzovsky Prospekt: ​​in front of and behind Minskaya Street, an exit to Ivan Franko Street, and an entrance from Bozhenko Street. In the Moscow City area, exits are made to the local street network, it is possible to enter the Third Transport Ring (TTK) and exit from it to an understudy only through a traffic light intersection on the 1st Krasnogvardeisky passage. It can be seen that most of the exits from the understudy are directed to the center, and most of the entrances are directed towards the region. When driving into the region, traffic jams will accumulate on Kutuzovsky Prospekt in front of Pobeda Square due to the narrowing from 7 lanes to 4. If tolls are collected at the entrances, then entry queues will lead to traffic jams on the streets from which entry is made.

The liquidation of 1,500 garages located along Ivana Franko Street, without providing parking spaces in return, will lead to the need to park cars from these garages on the streets of the Kuntsevo district and the natural occurrence of traffic jams on these streets.

It should be noted that all the yards and outermost strips of streets in the district are already occupied by cars, there are no places for the construction of multi-level parking lots in the vicinity of Ivan Franko Street, while there are several parking lots in the area that are not in demand due to extreme high prices for parking spaces (for example, in the parking lot on Ekaterina Budanova Street, the price of a space is about 850 thousand rubles, it has been completely empty for more than a year, cars park around it on lawns and sidewalks). An alternative to the construction of the Northern understudy from the Moscow Ring Road to Moscow City could be the construction of a transport interchange hub consisting of railway station and a multi-level intercepting parking lot for 7-10 thousand cars, without retail and entertainment areas, in the area of ​​​​the Kuntsevo industrial zone (Kuntsevo-2 station of the Usovskaya branch) and the road connection of this transfer hub with the interchange of the Moscow Ring Road and northern bypass Odintsov. From this TPU it is possible to organize the movement of suburban-urban electric trains (analogous to the German S-Bahn and the Parisian RER) at short intervals up to Belorussky railway station and further to Savelovskoye and Kursk directions. Such a service can be compared with the quality of the metro and will allow you to quickly deliver passengers, providing them all with seats, to the Moscow City complex and to transfers at the Kuntsevskaya metro station, Slavyansky boulevard, Fili, Mezhdunarodnaya, Begovaya, Belorusskaya, etc. The construction of tracks 3 and 4 on the main route Moscow - Odintsovo for the organization of such a service is provided for by the General Scheme for the Development of the Moscow Railway Hub, the reconstruction of the Usovskaya branch is being completed this year.

How many percent of your company's employees can be called top managers? How many of them can buy a house on Rublyovka? Not at all. Business owners can afford it, and they do not go to the office to work during rush hour. They may not go anywhere at all. In Moscow City, 99% of employees are the same office plankton as everywhere else. They need metro, trains and roads in all directions, and not in the direction of Rublyovka.

But we are looking at the scheme - the Minsk highway is the detour of Odintsovo, it was conceived this way from the very beginning, and besides, it goes to Minsk, i.e. this is a major international highway, which is currently being reconstructed as part of a project to increase the capacity of the Kutuzovsky, Mozhayskoye and Minskoye highways.
Again, everything comes down to these two congresses. This is confirmed by a very strange arrangement of payment points. On such small segment toll road(17 km) to completely block the highway twice and collect payment twice from all cars (100 rubles on one and 50 rubles on the second from a passenger car) - why? All over the world it is customary to either collect once from everyone, if we are talking about a homogeneous section without intermediate exits, or collect at these same entrances / exits, depending on the mileage traveled. What is the point in a high-speed highway with a limit of 130 km / h, if you can’t reach such a speed, you will have to queue at the box office every 7 km.
This suggests that the customer does not believe that the main purpose of the movement will be a through passage to the Minsk highway. So all the same, the goal is exits 1 and 2.
If it's not Moscow-City going there, then who is? If a bandwidth obviously they don’t fight, so it’s not about car flows, but about straightening the route for single tuples?
In the diagram, the icons M and NO indicate the estates of Meiendorf and Novo-Ogaryovo. Well, it is, of course, a coincidence, as well as the fact that the direction of movement of the inhabitants of these estates exactly coincides with the direction of the understudy.
Investors, businessmen, cannot invest 40 billion just to straighten the route for flashing lights, they are waiting for a stream of profits, i.e. they accurately calculated that the flow of cars will recoup their costs without attracting budgets of any level.
However, this is not the case either.
Concession agreements that have become popular in recent times with expensive construction projects, they have one feature.
There, indeed, all construction costs are borne by the winner of the competition, only profit is not promised to him, and he is not needed. The main goal is the annual compensation of its expenses, regardless of the effectiveness of the project. Those. the concessionaire takes a loan for a year and builds, at the end of the year he is more than compensated for expenses from the budget and so on for several years in a row, with the possibility of increasing, but not reducing compensation payments. Thus, only those who have secured the support of a bank of several billion rubles will be able to get close to the competition, an unwanted participant will not pass. And declared investment project is obtained in fact financed from the budget. Another conclusion is more logical.
The line is needed by officials. Just they go from the center to Rublyovka and back. They are driven by schedules and morning meetings. They need a route where others can be kept out, weeded out by payment and the inconvenience of queues. The officials themselves will go along the green corridor with special passes. They do not need exits and entrances along the way, only destinations- Rublyovka - Center. There is no benefit to the city here. And they easily compensate for the construction of such entertainment from the budget.
And yes, 2 billion per kilometer is not money for such purposes.

Obviously, Sobyanin's designers of this highway do not believe in any "public transport". Probably, they have not read Revzin and do not know that "the number of lanes, the expansion of highways and the destruction of remnants of greenery" is an "obsolete" concept under Sobyanin.
And Sobyanin's "aesthetics", who scold thin trolleybus wires "blocking the sky", for some reason do not object to the massive and not at all aesthetic structures of the understudy overpass, such as those that Sobyanin built on Mozhaisk Highway:

The winner of the tender will have to carry out design and survey work in an amount sufficient for the subsequent construction of about 11.5 km of the road, including 5.5 km of the main passage, 4.3 km of congresses, 1.2 km of Minsk street and 0.5 km of adjacent sections of street - road network.

In addition, it is planned to build four underground pedestrian crossings and about 4 km of noise barriers on the projected section (from Minskaya Street to the Third Transport Ring). In places of improvement, the designer must provide for the arrangement of bicycle paths. The results of the competition should be summed up on May 26.

The terms of reference are based on the layout plan of the Southern Understudy, which, in turn, is divided into three main sections - from the Moscow Ring Road to the Aminyevskoye Highway, from the Aminyevskoye Highway to Minsk Street and from Minsk Street to the Third Transport Ring. The future highway will first pass through the territory of the Ochakovo industrial zone, which is currently under renovation, and then cross four Moscow districts - Ochakovo-Matveevskoye, Ramenki, Fili-Davydkovo and Dorogomilovo. Just as in the case of the Northern Understudy, a significant part of the route runs along railway tracks Kyiv direction.

But the road also has a peculiarity - the PA "Natural Reserve "Valley of the Setun River" falls within its sphere of influence.
Railway, specially protected natural area, as well as already existing highways, with which the construction of the Southern Understudy should be linked, determine the presence in the project a large number artificial structures. In particular, the terms of reference of the competition provide for the design of two turning overpasses on the section from Minskaya Street to the Third Ring Road, four reinforced concrete bridges across the Setun River, a five-track and a double-track railway overpasses, which will be reconstructed in accordance with the new loads, as well as another new overpass through the railway tracks.

The layout project also lists other types of artificial structures, they should appear along the direct course of the Southern Understudy, total length which approaches 11 km. From the Moscow Ring Road to the Third Transport Ring, it is planned to build an overpass at the intersection with the Moscow Ring Road, a tunnel at the intersection with Ryabinovaya Street, another overpass at the intersection with the access railway line to the Ochakovo industrial zone, an overpass at the intersection with General Dorohova Street and Aminevsky Highway (she will pass second"tier" over the interchange currently under construction in this place), as well as an overpass at the intersection with the Kyiv direction of the Moscow Railway.

At the intersection of the Southern Understudy with major transport arteries - Mosfilmovskaya Street, Minskaya Street and the Third Transport Ring - multi-level interchanges with directed exits are planned. In addition, the planning project provides for work to extend Mosfilmovskaya Street to Matveevskaya Street with the intersection of the Kyiv direction of the Moscow Railway.

This will make it possible to form a connection between the Ramenki and Matveevskoye districts and provide transport services for residential and public buildings, which will be built on the territory of the Volynskaya trading house. In this section, the understudy passes near the protected area (more precisely, right above it), however, the city administration assures that the flora and fauna nature reserve virtually unaffected. In any case, the construction will be accompanied by a complex of landscaping and rehabilitation work including bank protection and revegetation.

The competition announced by the construction department provides for the design of only a part of the understudy and the artificial structures listed in the planning project. The initial (maximum) price of the contract is 1.022 billion rubles. The city administration reminds that the highway will be built as part of a public-private partnership, however, on different terms than the Northern Understudy, for which a concession agreement has already been concluded. “The Targeted Investment Program provides funds for the design of the facility, the liberation of the territory, the relocation of engineering communications and the connection of road facilities to engineering networks. The construction and reconstruction of the highway itself is planned to be carried out with the involvement of investors' funds," the mayor's office notes.

The most famous development project, gravitating towards the Southern Understudy, belongs to the Inteko company. She plans to build 714,000 sq. meters of real estate, including 295 thousand square meters. meters of housing. Delivery of the first stage of residential buildings is scheduled for 2018, construction will continue until 2023. In addition, 58 hectares on Michurinsky Prospekt belong to VTB Bank - it got the land for debts. The site allows the construction of a residential microdistrict with an area of ​​600 thousand square meters. meters.

The scheme for raising private funds for the construction of the Southern Understudy has not yet been announced, but there is no talk of a concession. One of the options is targeted contributions from developers to the Road Fund. However, specific mechanisms and shares in co-financing are still subject to discussion, as well as the price of the issue. A few years ago, the construction complex estimated the cost of the Southern Understudy at 30 billion rubles.
