How to get on the list of gifted children. A tournament of mathematical flash fights "League of Discoveries" will be held in Kazan

Many of these students, upon entering Russian universities will have the right to apply for a grant from the President of the Russian Federation, said the head of the fund
Federal Register gifted children, the creation of which was announced last year, already includes about seven thousand names. This was announced on Thursday in an interview with a TASS correspondent by the head of the Talent and Success Foundation Elena Shmeleva.
For the second year in a row, talented schoolchildren and their teachers are hosting an open-air in Sochi on the initiative of Vladimir Putin Education Centre Sirius. The Center became the operator of the All-Russian Register of Gifted Children.
"The selection was based on the results of more than 100 events, the list of which was formed by the Ministry of Education and Science and other federal authorities executive power who somehow work with young talents. The winners and finalists of various competitions have been uploaded to the register, it already has about 7 thousand names," Shmeleva said.
According to her, many of these students, upon entering Russian universities, will be eligible to apply for a grant from the President of the Russian Federation. "This is 20,000 rubles a month for development in the chosen area. Our foundation is the operator for the payment of grants and the creation of early internship programs with leading enterprises, scientific centers and leading art groups of the country," the TASS interlocutor noted.

How are talents found in Russia?

To get into the Federal Register of Gifted Children of Russia, you need not only to have talent in a particular area, but also to participate in various competitions and specialized Olympiads for schoolchildren. The winners are noted by experts from the Sirius Center. The expert council in each direction, on the basis of personal, in hockey and figure skating - team achievements, which are indicated in the applications on the site, selects children for educational For children in the direction of "Science" - this is effective participation in All-Russian Olympiads, well-known all-Russian and regional scientific and technical competitions, the list of which is annually approved by the expert council of the fund. For musicians, ballet dancers and artists required condition- video recording of the performance, photos recent works. Experts of sports federations focus on the victories of young athletes in all-Russian and international competitions.
“The strongest guys from all regions come to us. The programs of the center, travel to Sochi and back are completely free for them,” Shmeleva emphasized.
An expert involved in the enrollment of children in educational programs is also involved in the development of an almost individual curriculum. "An individual approach, work in small groups, the opportunity to develop their talents in close communication with the best teachers in Russia helps our students become active and empathetic citizens of their country. We believe that studying at the Center motivates its graduates to further achievements and many of them will achieve impressive results," the head of the Talent and Success Foundation believes.

The Sirius Educational Center was opened in Sochi on September 1, 2016 by Vladimir Putin, who headed its Board of Trustees. " We are celebrating our first anniversary on a beautiful campus (a former hotel was given as the center"Azimuth" - approx. TASS), new laboratories and workshops created by us in the building of the former main media center of the Olympics, on Olympic ice sports palace "Puck" and the training arena - all these objects have changed their purpose and are now educational sites of a new type," Shmeleva noted.
In July, thanks to the capabilities of the new design laboratories and workshops, a program was opened in the center for " Project activities in the field of natural sciences and technical creativity ". On Knowledge Day, another new direction starts here -" Literary creativity". The first lecture in the new academic year on the topic "Russian language of modern Russia" will be delivered by Dr. philological sciences, Professor, Academician and President Russian Academy education (RAO) Lyudmila Verbitskaya.
"Also this academic year, in partnership with the St. state university and ITMO University, we plan to open a computer science program. The new programs will complement the programs already opened at the center in hockey, figure skating, chess, mathematics, physics, chemistry, biology, academic music, ballet and painting," shared her plans for a new academic year fund manager.
Educational shifts are designed for 24 days and include classes in the specialty, developing leisure and general education classes. Center works all year round, stay of children in it - free of charge.
Since the start of Sirius' work, 7,000 gifted schoolchildren from 85 regions have been trained. Monthly in " Sirius"600 children aged 10-17 come from various regions of the Russian Federation. Training is conducted by leading teachers of sports, physics and mathematics, chemical and biological schools, as well as eminent figures Russian science, culture and art.
Educational programs are implemented in three areas: "science" (mathematics, chemistry, biology, physics), "sport" (figure skating, hockey, chess), "art" (academic music, choreography, painting).

On December 8, active and talented children of the country received awards in the building of the Federation Council for numerous victories in competitions held on the Gifted Children portal, from the hands of the project curator, First Deputy Chairman of the Federation Council Committee on Science, Education and Culture Lilia Salavatovna Gumerova.

The solemn award ceremony was opened by the head of the portal Marina Vladimirovna Volynkina: “Dear guys, I congratulate you on one of the most wonderful holidays in your life. For the first time we have decided to sum up the results of the year and we want the awarding of the best children of Russia in the Federation Council to become a good tradition. After all, the whole country should know about your talents, desire to create and create!”

And indeed, the final awarding took on a special meaning for the children: the schoolchildren felt like brave heroes who accomplished feats in the name of their Motherland. However, along with the scale and formality of the event, there was a sense of warmth family holiday. And although at the beginning of the meeting the participants were shy and worried, the senator's congratulations encouraged the schoolchildren and disposed them to friendly communication. The atmosphere of the holiday was also created due to other factors: love, care, attention, with which Lilia Gumerova surrounded talented children.

The participants felt all this immediately after the greeting of the parliamentarian, which pleasantly surprised all those present. Instead of the expected stern speech filled with complex turnovers and important theses, schoolchildren heard kind sincere words coming from the heart.

“I would like to tell you a little secret: the hall in which we are present is unique. Literally 15 minutes ago, the Council of Legislators completed its work here, which was attended by Valentina Ivanovna Matvienko, heads of legislative assemblies of the constituent entities Russian Federation. In addition, very important events are held in this hall with the participation of ministers, senators and deputies. And I think that today you are here for a reason, because among you there will definitely be great athletes and leaders of the country. This is the third time we have met with you in the Federation Council, but for the first time the award will be the final one, based on the results of all competitions. Well, the fact that we have gathered today in such a unique hall is a very good sign that will help us to be imbued with a special spirit and accomplish even more great deeds!” Lilia Gumerova addressed the winners.

Before proceeding to the award ceremony, the senator held a small exciting excursion on the history of the Internet project "Gifted Children", focusing on significant events who played important role in the development of the portal. If we mentally go back to 2014, when the site first "saw the light", one cannot but recall the most striking event of that period: at his press conference, the project was approved and emphasized its national significance by the President of Russia V.V. Putin. By the way, at the award ceremony, the children were able to personally meet and talk with Polina Danilova, editor-in-chief of the student newspaper Otkrytka, who dared to ask the President of our country a question.

Such a powerful start breathed life into the Internet site, inspired its creators and led to a chain of wonderful events, thanks to which the portal has achieved great success. One of them is the participation of the project in the first international Eurasian Women's Forum, where the Chairman of the Federation Council V.I. Matvienko supported the idea of an Internet portal. According to Lilia Gumerova, the sincere interest in the project of the first persons of the state speaks of its great future.

And this is just the beginning rich history good deed! Having gone through many stages of development during its existence, the portal continues to conquer new heights. Today, 8,350 participants are registered on the Gifted Children website, 85 constituent entities of the Russian Federation are represented, 130 competitions have been held, as a result of which 350 winners and 900 laureates have been announced. “It is important for us that the geography of the project is so large, because the Federation Council is the chamber of regions. Therefore, I am very pleased that winners from different parts of Russia have arrived today - we will pass information on the most active regions to the leadership of our constituent entities. By the way, today's meeting is not a one-time event. Our communication will continue, because now we, together with Marina Vladimirovna and partners, will monitor the activities of the winners and help them in everything, ”said the parliamentarian.

Lilia Gumerova met some of the guys present at previous events and, meeting with the active participants again, shared her impressions of their work: “Before the awards ceremony, I re-read your victory letters, stories that you sent to architectural, literary and other competitions; part of the work gave to study their colleagues. And when they read creative writings on the theme of the Great Patriotic War, the preservation of peace and goodness on the entire planet, could not hold back tears. And for this you thanks a lot! By participating in competitions, talking about your interests, about your native village or city, you are doing one big thing, thanks to which Russia becomes a strong, powerful, intelligent and united power! Let's all applaud each other now, because this is our common victory."

Such a warm atmosphere made the children want to perform with return word. The young talented poet Viktor Korobov read his poems at the podium, and Anastasia Korobkova shared interesting thoughts: “Everyone believes that gifted children are those people who have a special talent from birth. But I think that these are just inquisitive active guys who want to develop and participate in various competitions.” Nastya also expressed her gratitude to the head and organizers of the project, because for the victories in the contests of the portal, the gifted schoolgirl received a ticket to the All-Russian child Center"Eaglet".

The senator emphasized the importance of Anastasia's words and noted that on December 1, 2016, the President of the country conveyed the same idea to the Federal Assembly and citizens in his message, saying that all children are talented. That is why, according to Lilia Gumerova, the task of adults is to create such conditions for students to develop their abilities. After all, the more venues and centers are created where children can reveal their talents, the more gifted children will be supported by the state. "The Federation Council will always keep this issue on special control, try to solve it with the help of the right laws and, of course, your personal participation, ”the senator promised.

Of course, the award ceremony itself added even more positive emotions to those that the guys received during communication with the parliamentarian. “Liliya Salavatovna greeted us very warmly, and from her congratulations it became light and joyful. I was very touched that the senator was interested in our successes, our future, because this indicates that we are in good hands. The support of Lilia Salavatovna is very important and significant for us and for the entire portal,” Andrey Timofeev, a member of the portal, shared his impressions of the meeting.

Back in August of this year, the Ministry of Education and Science submitted for public discussion a project to create a register of gifted children. If you follow the link, you will see which part of the "public" in principle took part in the voting, and how many votes were cast for this initiative. Although there is a great temptation to write here: 6 votes in favor, 66 - against.

And so, last Thursday, November 19, a decree signed by Dmitry Medvedev appeared on the website of the Government of Russia.

Not to say that this news is straight out of the blue. Since 2010, Medvedev, no, no, yes, will mention such an intention:

    Dmitry Medvedev

It is necessary to complete the creation of a nationwide system for finding and supporting talented children. Opportunity to develop your skills early age everyone should have, regardless of income level, social position parents and family locations. I instruct the Government to take this recommendation into account when introducing new educational standards and develop a per capita funding standard for pedagogical support gifted children.

Let's tremble a little over the term "per capita financing" and return to the document that has already been adopted, signed and is waiting for its implementation. What does it even say about it? Actually about nothing. So far, these are just rules governing the collection of data on so-called gifted children. Talents will be identified based on the results of olympiads, intellectual, creative and scientific competitions, sporting events, the list of which has not yet been determined. The Ministry of Education and Science should provide such a list for the current academic year by November 27 of this year (a week after the decision).

Data on children who have shown outstanding results will be sent to the federal registry operator, which is also not yet known. Many other subtleties are also unknown - for example, how many times you need to become the winner of the Olympiad in order to have the right to be called gifted. Is once enough or do you need to confirm the title several times? What will then happen to the young genius and how will this very “support and support” be carried out? According to the document, the registry operator will also be involved in compiling a “standard educational program for gifted children” and organizing a tutoring system. That is, a certain typical generalized program will operate for gifted children, and it is also unclear where "tutors" will be taken from.

But the organizational issue is not the most important. The most pressing issue is the psychological one. How will knowing that he is already recognized as talented affect the life of a child? And the knowledge that the gates to the world of geniuses have already been closed in front of you? And this topic was actively discussed by leading psychologists of the country, speaking out against such an initiative. Here is a brief excerpt from the comments based on an open discussion on this sensitive issue by Marina Aleksandrovna Kholodnaya, head of the Laboratory of Psychology of Ability and Mental Resources named after. V.N. Druzhinina, Institute of Psychology RAS:

    Marina Cold

    On the this moment there are no valid psychological techniques for the mass identification of giftedness, and even if it existed " perfect test on giftedness”, then in connection with the phenomenon of “fading” and “flaring up” of signs of giftedness, typical for children and adolescents, its use would be meaningless from the point of view of the impossibility of predicting the development of giftedness;
    - The division of children into gifted and non-gifted is absolutely immoral and categorically unacceptable and extremely dangerous in social terms;
    - Lists for the gifted - a good niche for corruption.

Tatyana Chernigovskaya, professor at St Petersburg University, member of the Council for Science and Education under the President of the Russian Federation, gave a short interview to the Vesti TV channel, in which she also claims from the position of a specialist in cognitive science and neuroscience that there is no exact method for determining genius. There are some possibilities - for example, the Department of Cognitive Studies has an iTracker device that tracks eye microactivity when perceiving images, text, and solving problems. This device allows you to see how much time you spend and what you pay attention to when analyzing an object. Such instruments are now quite sufficient in the laboratories of cognitive research. But these results still need to be correctly interpreted.

To briefly state the thoughts of Tatyana Vladimirovna, she is in solidarity with psychologists even in the choice of descriptive words for this initiative, calling it "a dangerous path."

    Tatiana Chernigovskaya

I am for schools for gifted children - for those who clearly have an ability in music, mathematics, ballet, whatever. But this does not mean at all that in other schools it is enough for children to give some limited minimum.

If a child has not been given the opportunity to do anything and get carried away with anything, how are you going to find out if he is gifted in something or not? By brain? It's impossible. If you look at the brain of a genius in a formalin jar, you will not find any distinct physiological differences from the brain of an ordinary person.

    Finally

No matter how eagerly the public discusses such a project, no matter how the spears break, no matter how much open letters not written to the highest authorities, no matter how many dislikes were put - the decision was signed, the registry should be. But if registries are created, it means that someone really needs it.

In the design of the material, a frame from the movie "Good Will Hunting" was used.
